I take it you meant 31k2 and not 33k2?
There is no way of getting a higher rate until USR sort there problem
out. COnnecting to any Rockwell base modem (Should 99//5 of the
time) give you a 3429 rate, and once the ITU ratify the new Speed
increase then 33k6 connects are more likely.

I have about 5 Courier around me here (within 10 miles) all connect
with the 3429 rate to me but when I connct to them I get a 3200 rate.
If the USR disables the 3200 rate then it is possible to get a 3429
rate connect, but this 3200 rate is probably the most common used rate
and is needed for modems that don't support the 3429 rate (yet)
