Exactly! I tune in the hams and the local fire department
interagency frequency. In this area it is used by a lot of
small-town departments. Their stations are out in open
areas where they have a good view of the sky. One local town
blew the sirens the other day when they spotted a suspicious
funnel-like cloud. I heard the NWS people arguing with local
agencies (158.82 MHz) that they didn't have anything on radar.
A couple of months ago there was a very eerie cloud hanging
over the city. It may have been about 10 miles long and about
500 feet in diameter, shaped like a cylinder. Animal Control
was the first to spot rotation. The cloud formed into a very
distinct cylinder over the city and was all grey and black and
twisting. I watched as it rolled south and out of sight. I
would think that was what they call a "wall cloud" and was my
first up-close look at one. All the while the weather service
was telling concerned agencies they didn't have anything on
radar worth noting.
