I would like to help you, But I'm in West Australia and it is about
30 to 40 Degrees Celcius here everyday so the best thing is for me
to go Diving here.
The water temp is about 23 deg celcius.
I think it would be beter that sombody from your area would explain and 
told you where to go, I could not tell you where the best instructers are,
or shops to get the best deal for your instructions.
