I think you are confusing the serial port rate (which you have set at 56K) 
with the modem connection rate (which maxes out at 14.4K with your modem). 
Evidently your modem reports the speed at which it has connected to the 
other modem.  That doesn't mean the serial port rate has changed, at all.
