Good question. I see them advertised in various magazines and
such. Never really paid them much mind as they were not of a primary
interest at the time.

Copyright law is federal. Once a [federal] court (of appeals or
higher) makes a ruling, it applies equally in all the states. I have
reason to believe that the latest ruling came from either the
appellate level or the USSC itself. But I read so damn many cases
that they all tend to run together (in my mind). So I caution anyone
to double check. If I am mistaken then the ruling would only apply to
a certain jurisdiction till another (other) circuit[s] agreed. But I
do know that a ruling was made and ASCAP wasn't at all happy with it.
