There should not be any code page issues with MakeNL.  It is designed to 
enforce the specs of ASCII characters for nodelists.  There is an optional 
toggle to allow 8-bit characters, but this does not make any attempt to 
interpret those characters.  It simply supresses the default behavior of 
replacing them with question marks.

If the Zone 4 folks are having issues with MakeNL, have them contact me via 
netmail and I'll see what I can do.
