I doubt if that would solve the cloning problem. For every phone that's
cloned in order to provide cellular "extension" phone service, there are
probably dozens cloned merely to gain fraudulent use of the cellular
service. Cloning is not illegal bacause the phone companies are worried
about people wanting two ppones with the same number, it is illegal
because cloners make copies of other people's phones and then use the
cloned phones to steal phone service.

I'd love to see the phone companies institute extension service. I've
sold a few 3-watt auto-mount booster kits to people who wanted both a
full powere mobile phone and a 600 mW portable. They'd be much better
served with two phones on the same phone number.
BTW, I wonder if my comments about why cloning is illegal will be
regarded by the moderator as "discussing" cloning.
