The alliance or bloc described in Ezekiel 38 appears to be heading to 
formation, as Iran calls for the creation of a Southwest asian grouping 
of nations similar to the European Union. Israel, for some reason, is 
not listed in the group of 25.

Southwest Asia comprises of 25 countries, namely Iran, Kazakhstan, Saudi 
Arabia, Pakistan, Turkey, Afghanistan, Yemen, Turkmenistan, Uzbekistan, 
Iraq, Oman, Kyrgyzstan, Syria, Tajikistan, Jordan, Azerbaijan, the United 
Arab Emirates, Georgia, Armenia, Palestine, Kuwait, Qatar, Lebanon, Bahrain, 
and Egypt.
