The TCP/IP support is intended only to provide an encapsulation layer for
NetBIOS so that it can be routed. When NetBIOS is run over NetBEUI, it
cannot be routed. You can use the TCP/IP support for other things, but there
are a lot of pieces missing that would usually be regarded as standard.

I would consider 32 MB RAM adequate for nearly anything on Windows 95. If
you have slowness, you need to look elsewhere.
