That's their standard method.  They push and they push, and each push is small.
 But it's the "Frog in the Pot" type of thing.

Office people will sometimes play prank like this on their office mates.  Each
week, they move the cube wall 1/4 inch.  So they gain space, but their neighbor
loses it.  It's interesting how far it goes until the person with the shrinking
cube notices.
