That isn't really collusion. I suspect a strong US response would have
also gotten Biden blamed for "formenting war," and maybe even more so.

That was why I rated that one as "not on purpose." While knowing they fund
terrorism, and giving them $8 billion to play with is very questionable, I
doubt the Biden team meant for it to be used that way. So it was a dumb move
but maybe not a purposeful one.
