Hi Matt,
    This isn't very technical, but -- my first TR-4, back in about 1974,
was about the same.  (I've had a bunch of them in various versions since,
and should be more analytical -but--.)  Back then as I remember, 10m
wasn't much, but did come open some.  My TR-4 was like yours on 15 & 10m,
I just turned up the AF gain and worked a lot of folks.  Maybe if I knew
more then I might hv helped it some, but it did well, and the friend I
sold it to worked the world with it, after I did.  If you can hear some
more "antenna" noise when you peak the RF Tune ctrl, then you're getting
signals thru, and it's sensitive.  It seems like you do hear signals,
maybe the same ones you hear on the SS rig, but not as much S-mtr
indication.
    Take a look at the manual and do the RF alignment in the order they
recommend, you might peak it up some on 10 & 15.  You can do it with the
xtal calibrator signal, don't need any special eqpt.  If you need more
specific instructions let me know.
