Public tv here means something a little different --
"viewer-supported" -- which means that they periodically have a
funding drive for new "members",  or what I refer to as a
"beg-a-thon",  and those get *really* annoying.  I don't watch it
much.

I've heard of that being done in other countries,  and really like the
idea.  Never had the pleasure of experiencing it directly,  though.  I
don't watch that much tv,  though,  overall,  and when I do it's stuff like
Science Channel,  History Channel,  and other documentaries.
