It looks that way. While the media showed us footage of Russia deploying troops along the border, that was Biden's opportunity to do something about it. But he never tried negotiating with Putin. He just looked into a camera and said "Don't, don't, don't." A stronger response would have been appropriate.

You and I both know that Biden unfroze $8 billion dollars for Iran. I don't have proof that it led to the attack on Israel, but that's too much coincidence to ignore.
