Could have been a deep fake.  In the past year, I have seen "alternate
history" deep fakes where, instead of the USSR coming apart, someone like
Reagan is shown conceding defeat to communism.

I posted some links in here in the past month or 6 weeks when this came up.
 There is no evidence that he ever said that. If anything, evidence
suggests that he was more concerned that his actions had insured the
Republicans would benefit for a long while afterwards.
