honestly, it should not matter as long as the OS understands the filesystem
calls that the application is making... i operate many apps that only work
with FAT16/32 on other filesystems... but, recognizing that also points to
apps that do direct filesystem accesses and that they may not be
supported... in this case, the best option is a VM of an OS that they can
apply their direct filesystem calls to for their needs...

in fact, one might be able to run DOS 6.xx in a VM and offer network access
to said VM for those network capable apps they may utilise ;)
