Any rational person who successfully fended off an attempted rape in a
gun-controlled city would not report either the attempt or the DGU.
In some cities, the police actively discourage _any_ self-defence, and
being investigated for a possibly illegal DGU is worse than giving up
the slim chance that a potential rapist gets caught.
