It's a curious question actually.  I am not sure whether it
belongs in the FTS-1 negotation only, or the PKT format.  I
feel that if I were to put it in the PKT format, then I would
virtually be compelled to say how it is used to create a .REQ
file.  Whereas the FTS-1 negotation requires it to be in a
specific format.  BFN.  Paul.
