And who would enforce it?  Major freedoms require federal protection, 
or different states would have different laws.

Like that clause on slavery?  It was slavery laws that nearly tore this 
country apart.  Only the federal gvt held it together.  Imagine if 
this country ended up as mini-states as in eastern Europe.
