If they wanted to kill as many people as possible, they wouldn't have
aimed planes at the White House and Pentagon.  There were targets with
more people and less protection.

The 1993 World Trade Center bombing used a huge car bomb parked in a
parking garage.  The goal was to topple the tower into the other tower.
As I recall from some of the news coverage, one of the important parts
of the 2001 plan was to have lots of fuel and hit in the middle of the
building so the fuel would softed the beams and cause a cascading
effect.  Hitting lower would have trapped and killed more, but would
have less chance of bringing down the whole tower.

Of course they wanted to kill people.  They certainly weren't trying to
minimize the deaths.  But that was not as important as going after
symbols of the enemy and doing it in a highly visible way.

He expressed an opinion on what the press should cover.  I don't think
he favored censorship by the government.
