Short answer is I'm too cheap.
Longer answer is cell phones/airtime is relatively expensive in Canada (and
as a result market penetration rates are amongst the lowest in the
developed world). So the average person here views their cell as a
supplement to their land line but not a replacement. When I lived in New
York I used my cell heavily (I did not have a US land line) but now I'm
back in Toronto I hardly use it.
This may be changing. Earlier this month number portability between
providers was mandated, and it is expected that this will help shake the
market up and drive prices down, as it did in the US a few years ago.
