The problem is not with the 3.x tools, but with the proprietary clipper 
banking software written using old SDK. Unfortunately, there is no 
possibility to recompile a software with a new SDK.
So, the question is:
Is there any known solution to reserve lower connection IDs or something 
else, but without writing a rather complex proprietary NLM?
