But,  you said they receive 0 health benefits, and from my perspective, 2bn 
a year is quite a bit more than 0. And that does not even touch on the 
issue of welfare costs associated with them.

Again, I am not saying whether or not it is correct to spend that money, 
just pointing out that your assertion that there is a cost of $0 to the 
taxpayers, and a cost of $0 to the consumer in the health sector, as being 
incorrect.
