Back in my childhood home we pay a fee to the firefighter station once a
year .. They keep your address on file too .. so if you dont pay then guess
what .. NO FIRE COVER .. So every year we pay the fee ;)

isn't quite the "theft" that you have labeled it.  There is a reason though
why it is taken from our paychecks before we ever see it though.  You hit
the nail on the head for me with more is less.  Also opening up things to
competetion helps keep costs down as well.
