That is because those have their own rc files and no longer use inetd.  It
is possible to load them with inetd but are capable of being configured as
standalones listening in on whatever addrress (interface) you configure it
to.

I can relate to your complaint and have said more or less the same thing
for years and years now.  What I decided is to put off putting up a BBS
until I resolve my complaints about them.  Due to other more pressing
concerns this has yet to happen but I am sure that whatever eventually
happens will more then likely be Perl based.  One of these days ...
