No, he was right.  QuickBasic and QBasic have an OPTION BASE statement
that is used to set the base value for arrays.  There are two possible 
values for OPTION BASE, 0 or 1.  The default is 0.
I know this is offtopic, OTOH, I'm sure you don't want to go around 
giving out false information.
