Isn't that the system that San Fran has with the Police actually
being a private business precinct by precinct?

most part, but I think that taxation isn't quite the "theft" that
you have labeled it. There is a reason though why it is taken from our
paychecks before we ever see it though. You hit the nail on the head for me
with more is less. Also opening up things to competetion helps keep costs
down as well.
