That's the way it works. Proc is memory based; if you want something to
stick between reboots, you either write it in on every boot, or use sysctl:
[root{at}melbourne root]# sysctl net.ipv4.tcp_timestamps net.ipv4.tcp_timestamps = 1
[root{at}melbourne root]# sysctl -w net.ipv4.tcp_timestamps=1
net.ipv4.tcp_timestamps = 1
or put it in /etc/sysctl.conf.
