The mute can be implemented until that person understands that  
being on-topic is essential.

Personally, I find that kind of feature to be a very good tool  
for a moderator managing a user on Telegram.  Fidonet doesn't  
have any easy equivalent to that - except for posting repeated  
requests to stop, or inform all the bbs systems in the feeds  
to cut the person off - which is a lot of time and work.
