Some of them were indeed caught and prosecuted, although that wasn't
particularly tough.  The bomb maker escaped to Iraq.  Khalid Sheikh
Mohammed remained free for years.  Ramzi Yousef was arrested by the
Pakastanis, and was sent back to the US.

The bigger problem is that there wasn't more done to prevent the next
attack, by going after the terrorist networks themselves.  It was
treated as a law enforcement problem rather than a war, even after bin
Laden declared war, attacked a US military ship, and attacked embassies.
