Less overt attempts at extorting more aid from us have failed or been
unsatisfactory, so they figure to let us beat them up a bit then get their
own mini-Marshall plan.

They're incredibly stupid to believe they need to go to these lengths
though - simply behaving in a rational civilized manner and losing all the
tired old cold war rhetoric that pisses off the US public would have been
sufficient.  Unpissed off Americans are pretty generous, pissed off
Americans aren't.
