You won't be allowed to overfly it.  Our carrier task forces get lots of
shadows in the form of subs, "trawlers", spy planes etc.  I don't
think we sink many or shoot'em down very often though as they usually know
how the game is played.

It seems obvious to me, NK is trying very hard to provoke a shooting war.
