He's just more cautious than she is. I wonder if she was raised with any
non-cockatiel parrots? I raised a clutch of tiels with a single baby
Jenday last year. The Jenday came out quieter than they normally do, and
the tiels learned to play HARD with their toys, like a conure does.

That's fairly simple, although it may take some time to sink in. Quit
giving him what he wants WHEN he wants it. Give it to him when YOU want
him to have it. He needs to realize he's not in total control. Treat him
like about a 5 year old child--give him some restraints, and only allow
him to do things when YOU say it's OK.
