I think modern PLC standards notch out HAM frequencies.
A very quick google search did not find any good reading material ...

By using OFDM (orthogonal frequency division multiplexing), we create
different interleaved channels or carrier frequencies (up to 1155) that can
be transmitted on. We can also tune these channels to make sure they don't
interfere with other RF signals - like Amateur Ham Radio operators - in
effect, notching out those frequencies from use (effectively using only 917
of the 1155). This reduces overall throughput, but ensures that we don't
impact HAM Radio communications.

I assume that faulty/crappy switching power supplies can also lead to that.
