I checked

Apr 15, 2008: This bill failed in the House of Representatives by roll call
vote. The vote was held under a suspension of the rules to cut debate short
and pass the bill, needing a two-thirds majority. The totals were 239 Ayes,
178 Nays, 14 Present/Not Voting.

SO it did make it to the Floor for a vote by the full house.
