This process will work as the two terminal programs will allow you to transfter 
the files so long as the both suppor the same transfer protocols.

I use a product called ZoomFloppy.  It allows you to connect a CBM drive 1541, 
1571, 1581, etc to a windows computer via USB.  Then use can use something like 
OpenCBM to make a copy of the disks into D64, D71 and D81 disks.

EV> I think VINE is a CBM emulator for the XP but never experimented with it.

WinVice is the most common emulator that I use and it works really well.
