Furloughs are to help a prisoner ease back into outside life, as their release date approaches. It is for rehabilitation. When a prisoner is supposed to be serving life without parole, that rationale isn't really valid. Neither the federal system nor any other state gave furloughs to those doing life without parole. Mass. tried to follow suit in 1976, but Dukakis vetoed the bill.
