I am planning a 48 foot tower for communications antennas.  I am thinking of 
a folded unipole skirt down the sides.  This should make for good reception 
down to 60 meters and passable reception below that.  At any rate, better 
than the pull-out element on most portables.

I don't think we are talking about the same kind of "folding" here...
