Well, see at the very least, if you have this.
C:\WINDOWS\ie8\spuninst\spuninst.exe
That will allow you to install IE8 again, after the
current copy of IE8 is removed.

In any case, once you put the IE8 folder back, you can
get back to work on some of the other posters suggestions
for getting Outlook Express to work.
