Assuming drive E is HPFS.  CVSPE won't work on FAT partitions (or
partitions with an 8.3 filename restriction).  This is probably the
original reason why I never used CVS 1.3 (it looks familiar).

 > cvs checkout spread
 > cd spread
 > create a file, fred.c
 > cvs commit fred.c

"cvs commit fred.c" should read "cvs add fred.c", then
you run "cvs commit".

I tried the above steps on my Drive C HPFS partition, but it aborted during
the commit stage:

CVS.EXE [commit aborted]: could not create c:\cvs\spread\fred.c,v: No such
file or directory

Can't explain this one.  "fred.c,v" is a valid HPFS filename.
