Are you using OS/2 ?

In my experience this problem effects any uploads to OS/2 with mTel.

I reproduced the same problem on several Maximus/2 boards. 

REP uploads to non-OS/2 BBS's work fine eg. The Dog House BBS (Maximus) and
Vertrauen (Synchronet).

Bob Jones and I scrutinised logs etc over a year ago and couldn't resolve
the problem.
