Windows 95 is based on DOS, and as such shares all of the flaws of DOS.  All 
DOS, Win16, and Win32 programs on DOS+Windows 95 are required to have DOS 
Program Segment Prefixes, and the command line field of a DOS PSP can only 
hold up to 127 characters.  If you want to pass longer command lines to Win32 
programs, use Windows NT, which *isn't* based on DOS (but which still limits 
DOS and Win16 programs to 127 character command lines).
Your question had nothing to do with the topic of this echo (which, if you 
look, is the C++ language), by the way, so I suggest that you ask further 
questions about Visual BASIC and the limitations of DOS+Windows 95 in either 
a WINDOWS_PROG or BASIC echo of some sort.
