Just in passing Bill I would think that starting the engine on TO would
be an unwise thing to do. If it was feathered you are in good shape and
to start it you have to unfeather it and this would cause additional
drag. (something I certainly wouldn't want). Again to answer your
wondering I would highly suspect that it was not approved and a really
dumn thing to do. Even with an Engineer starting the engine the change
in control forces and yaw and WHATEVER would be more than I would want
to deal with. If and I say IF someone was going to do it I would
recommend taking off with it feathered and obtaining a level cruising
altitude and attempt a restart with the windmilling engine. In Jest of
Course.
I know that 3 and 4 engine aircraft are ferried but I know of no
proceedure that would approve a 2 engine (single engine ferry).
