IREX will send but not grab a packet.  

The send part seems to work properly.  But the d/l of new 
mail from my local network will not send back the new pkt.  

The UPLINK sees the new messages.  It appears to toss them 
into the message base.   And, it appears to generate a new 
mail packet back.  

That new packet will toss into the other system.  But, I have 
to manually move the packet.
