I'm guessing that must have been during the 2nd term of the late Ron Dwight
like 25 years ago.
 
There were issues in R24 Germany and R28 The Netherlands. Indeed there was an
alternate regional segment for R24 for a while but that matter got settled
after Oct.4th 1994 ...
