Well, I run MBSE BBS, it fits your needs, and works very well, intop the 
bargain, is also very well supported by it's authour Michiel Broek.

I agree with Russell....I've only been running MBSE BBS for 4 months or so,
but it was easy to install, easy to upgrade when new tarballs come out and
the author, Michiel, is always around in the MBSE Fidonet echo to answer
questions.
