Laws are laws, being disabled doesn't put you above them.  Some disabled people
get mad if you treat them any different, some play it for all it's worth, some,
no matter what you do say you are doing it just because he/she is disabled
(called attitude problem), just think of the guy as any other regular person. 
There are great disabled people out there with no arms or whatever and make
great paintings using the brush with their toes (saw on TV), this guy does not
need to be doing what he is doing to the dog.
