  Yep, as in true at least in the surrounding area of Nashville, 
(Donaldson's "Summit" Hospital), TN.  Assuming the "need" for 
Nashville is under the constraints of the State and further assuming 
it wouldn't be the case that "need" would be under State control in 
the surrounding Nashville area and -NOT- without control over the 
state, Tn new hospital beds are based on a state definition of "need."
