I don't think so. Microsoft offers a free CIFS client for DOS:

This does not provide a peer server on the DOS machine, but just a client.
If you need peer server capability on DOS, you can buy Microsoft Workgroup
Add-On for DOS, about $50. In theory, since Caldera OpenDOS is fully
compatible with Microsoft DOS, you should be able to run the Microsoft client
on it, but I've never tried that.
