I'm not sure I understand your question. The DHCP server must have a fixed
IP address, not dynamically assigned. It is possible for a DHCP client to
come up and obtain the IP address of a DHCP server without knowing it, using
either broadcast or multicast techniques, and this is fairly common (although
this capability is often disabled as a security risk). You could probably
rig this facility to support a DHCP server with a varying IP address, but a
lot of things would break, including name service and even DHCP across
routers.
